Setu Saathi Program Handbook
The complete guide to KaryoSetu's human-powered growth engine. From becoming a Setu Saathi to rising as a District Leader — everything you need to know about the bridge that connects rural India to digital commerce.
Program Philosophy
Why a marketplace for rural India must be built by people, not just technology.
Why Human-First in Rural India
Trust Beats Technology
In rural India, people don't download apps from ads. They download apps when their trusted neighbor says "I use this, let me show you." Digital literacy is low, smartphone comfort is limited, and trust in technology is fragile. KaryoSetu's growth can only come from people who already have the community's trust — and that's the Setu Saathi.
The Reality of Rural Digital Adoption
55% of rural India has internet, but less than 10% use it for anything beyond WhatsApp and YouTube. The gap isn't connectivity — it's confidence. Most rural adults have never installed an app, never typed a search query, never completed a digital transaction. They need someone sitting next to them, guiding them through the first experience. That someone is the Setu Saathi.
Setu = Bridge
"Setu Saathi" literally means "Bridge Helper." The Setu Saathi bridges the gap between a powerful digital marketplace and the people who need it most but can't access it on their own. They are not sales agents. They are not employees. They are community members who earn while empowering their neighbors.
The Goal: Make Yourself Obsolete
The ultimate success of a Setu Saathi is when the user they onboarded no longer needs them. When Ramesh from Bhiknoor can create his own listings, search for services by voice, and complete transactions independently — the Saathi has succeeded. This is the "teach a person to fish" model. Ongoing commissions reward past work, not dependency.
Trust Economics — How One Person Onboards a Village
Trust in rural India flows through existing social networks. When Sunita from the local SHG starts using KaryoSetu and tells her group, all 10-15 members try it. When the village Pradhan sees his constituents using it, he endorses it. Trust doesn't need marketing budgets — it needs one credible person.
The Math of Trust
1 Setu Saathi can onboard ~10 users/week. In 3 months, that's 120+ users. In a village of 500 adults, 2-3 active Saathis can reach full saturation in 6 months. Cost of acquisition per user: approximately ₹15-25 (Saathi earnings). Compared to ₹200-500 per user for paid digital advertising that doesn't even work in rural areas.
Comparison with Other Agent Models
Meesho Saathi
Resellers who share product catalogs on WhatsApp and earn commissions. One-directional — they sell, not build communities. Focused on B2C, not C2C.
B2C ResellingJioMart Partners
Kirana store owners who fulfill JioMart orders. Tied to inventory and logistics. Not community-driven — they're supply chain nodes, not enablers.
Supply ChainBank Correspondents
Certified agents who handle banking transactions for rural users. Heavily regulated, requires licensing, specific financial services only. High barrier to entry.
Regulated FinanceKaryoSetu Setu Saathi
Community members who onboard, teach, and empower. They build the marketplace from within. Ongoing earnings from the ecosystem they create. Multi-tier growth path to leadership.
Community Builder| Dimension | Meesho Saathi | JioMart Partners | Bank Correspondents | Setu Saathi |
|---|---|---|---|---|
| Role | Reseller | Fulfillment node | Financial agent | Community enabler |
| Entry Barrier | Low | Medium (store needed) | High (license required) | Low (app user → training) |
| Revenue Model | Commission on resales | Margin on orders | Transaction fees | Multi-stream (onboarding + listings + commissions) |
| Community Building | No | No | No | Core function |
| Growth Path | Flat | Flat | Flat | 3 tiers → full-time employment |
| User Empowerment | Users remain dependent | Users remain dependent | Users remain dependent | Users become independent |

If those listings generate ₹5,000 in monthly sales, you earn an additional ₹250 in commissions. Over 3 months with 120+ users onboarded and growing sales, your passive commission income alone can reach ₹2,000-5,000/month — all while helping your community.
Tier 2 — Village Champion
The multiplier. Village Champions don't just onboard users — they build teams of Saathis and shape the marketplace in their village.

Onboarding a New User — Step-by-Step
The complete walkthrough for bringing a new user onto KaryoSetu. Every step, every word, every scenario.
The Onboarding Flow
How to Explain KaryoSetu — Scripts
"Bhaiya/Didi, ek naya app aaya hai — KaryoSetu. Yeh aapke gaon ka digital bazaar hai. Aap isme apni cheezein bech sakte ho, kaam dhundh sakte ho, tractor kiraye pe de sakte ho, kuch bhi. Aapke gaon ke sab log isme hain. Mujhe dikhane do — 2 minute lagega."
(Brother/Sister, there's a new app — KaryoSetu. It's your village's digital marketplace. You can sell things, find work, rent out your tractor, anything. Everyone from your village is on it. Let me show you — it'll take 2 minutes.)
"There's an app called KaryoSetu — it's like a marketplace for your village, but on your phone. If you grow vegetables, you can list them here and people nearby will see it. If you need a plumber or electrician, just speak into the app and it'll find one near you. It's free to use, and I can help you set it up right now."
• "It's free to download and free to use"
• "You don't need to type — just speak in Hindi/your language"
• "I'll help you set it up, it takes just 5 minutes"
• "People in your village are already using it"
• "You can sell anything — vegetables, milk, services, rent out equipment"
Handling Common Objections
| Objection | Recommended Response |
|---|---|
| "I don't need this" | "Let me show you — Ramu bhai listed his tractor for rent last week and got 3 bookings. Sita didi listed her pickles and sold 5 jars in 2 days. You might not need it today, but when you do, the app is ready." Use local success stories whenever possible. |
| "This is too complicated" | "That's why I'm here! You don't need to type anything — just talk to the app. And I'll help you with everything the first time. After that, you'll be able to do it yourself. Even Dadi-ji uses it!" Demonstrate voice features immediately. |
| "Is this free?" | "Haan, bilkul free hai. Download free, account free, listing free. Sirf jab aapki cheez bikti hai, tab ek chhota sa commission lagta hai — lekin wo aapki kamai mein se nahi katega, buyer deta hai." Emphasize no upfront cost. |
| "I don't have space on my phone" | "KaryoSetu sirf 30 MB ka hai — ek gaane se bhi chhota. Agar space kam hai, toh main help kar sakta hoon purane apps hatane mein." Help them free up space if needed. |
| "What if someone cheats me?" | "Every user has ratings and reviews. You can see what others say about them before dealing. And if there's ever a problem, I'm right here in the village to help sort it out. That's my job as a Setu Saathi." Emphasize your role as local support. |
| "My family won't approve" | "Why don't I show it to them too? Many families use it together — husband lists the tractor, wife lists homemade items. It's a family tool." Offer to demo for the whole family. |
Step-by-Step: Account Creation
What You Do (as Saathi)
- Open your Saathi dashboard and tap "Onboard New User"
- Enter the user's mobile number
- An OTP is sent to their phone — ask them to read it to you
- Enter the OTP to verify their number
- Help them set a name, village, and optional profile photo
- The account is created and linked to your Saathi ID
What You Tell the User
- "I'll need your phone number to create your account"
- "You'll get a message with a code — please read it to me"
- "What name should I put? This is what people will see"
- "Which village are you from?"
- "Let me take a quick photo for your profile — optional but helps trust"
- "Done! Your account is ready. Let me show you around"
Privacy Rule
You NEVER set or know the user's password. The app uses OTP-based login. The user receives the OTP on their phone and shares it with you verbally. You never touch their phone unless they hand it to you. The OTP expires in 5 minutes.
First Transaction Support
After creating the account and first listing, help the user complete their first transaction — either buying or selling. Walk them through every step:
If They're a Seller
Wait for an inquiry to come in. When it does, show them the notification, explain how to respond, guide them on negotiation, and help them complete the handoff. For COD, explain that KaryoSetu doesn't handle cash — it's between buyer and seller. For UPI, show them the in-app payment flow.
If They're a Buyer
Show them how to search (voice or browse). Help them find what they need. Explain how to read ratings and reviews. Guide them through contacting the seller and completing the transaction. Be present for their first experience to build confidence.
Creating Listings — Best Practices
A listing is only as good as its photo, description, and price. Here's how to create listings that actually sell.
📸 Taking Good Photos
Do's
- Use natural daylight — take photos outside or near a window
- Clean the camera lens before shooting
- Show the full item — don't cut off edges
- Take multiple angles (front, side, detail)
- Use a plain background (wall, sheet, ground)
- For services: photo of tools, past work, or the person
- For food: fresh, well-lit, appetizing presentation
Don'ts
- ✗ Don't use blurry or dark photos
- ✗ Don't use downloaded images from the internet
- ✗ Don't include people's faces without permission
- ✗ Don't take photos with cluttered backgrounds
- ✗ Don't use filters or heavy editing
- ✗ Don't screenshot from WhatsApp (low quality)
Category Tips
Vegetables/Produce: Show freshness, arrange neatly, include hand for size reference
Handicrafts: Close-up of details, show full item, include something for scale
Tractors/Equipment: Full vehicle, close-up of condition, working state
Services: Photo of completed work, tools, or certification
💰 Setting Fair Prices
How to Determine Market Rate
Ask the user: "What do you currently sell this for?" Then check similar listings on KaryoSetu. If it's a new category, reference local market prices. The price should be competitive but fair — too high means no buyers, too low means lost income.
- Check 3-5 similar listings for price range
- Consider item condition (new vs. used)
- Factor in delivery/pickup convenience
- For services, check local going rates
- Round to convenient numbers (₹50, ₹100, ₹500)
Pricing by Category
| Category | Pricing Tip |
|---|---|
| Vegetables | Price per kg, match mandi rates ±10% |
| Handicrafts | Include material + labor cost + 30% margin |
| Equipment Rental | Daily rate, include fuel terms |
| Services | Per job or hourly rate, mention experience |
| Property | Monthly rent or sale price, mention amenities |
| Food | Per plate/per kg, mention serving size |
📝 Writing Good Descriptions
Most users will dictate descriptions via voice. Help them include the right information:
Description Template (What to Include)
| Element | Example (Product) | Example (Service) |
|---|---|---|
| What it is | "Fresh tomatoes from my farm" | "I am an experienced electrician" |
| Key details | "Organic, no pesticides, 2 kg pack" | "15 years experience, new wiring and repairs" |
| Condition/Quality | "Harvested today morning" | "I bring my own tools" |
| Availability | "Available Monday-Saturday" | "Available all week, call before 8 PM" |
| Delivery/Location | "Pickup from my farm or I can deliver within 5 km" | "I cover Bhiknoor and nearby 3 villages" |
Common Mistakes to Avoid
Wrong Category Selection
Listing a "tractor for rent" under "Products" instead of "Rentals." Always double-check the category. Wrong categories mean the listing won't appear in the right searches.
Missing Contact Preferences
Not specifying how the seller wants to be contacted — call, chat, or WhatsApp. Always set this up during listing creation.
Unrealistic Prices
Setting prices significantly above market rate kills trust. Setting too low undervalues the seller. Always check comparable listings.
No Description at All
A photo with no description gets far fewer inquiries. Even a one-line voice description helps. "Fresh desi ghee, 1 litre, made at home."
Dispute Resolution Protocol
When things go wrong between buyers and sellers, the Setu Saathi is the first line of resolution. Here's how to handle it right.
When Should a Saathi Intervene?
Intervene
- Buyer says item quality was different from listing
- Seller didn't deliver as promised
- Payment dispute (amount disagreement)
- Communication breakdown between parties
- Either party asks you for help
Escalate to Champion
- High-value dispute (above ₹5,000)
- Repeated complaints about same person
- Suspected fraud or scam
- Dispute involves threats or harassment
- You can't reach a resolution after 3 days
Do NOT Intervene
- ✗ Personal disputes unrelated to KaryoSetu
- ✗ Legal matters (property disputes, criminal issues)
- ✗ Situations where you have a personal interest
4-Step Resolution Process
Step 1 — Listen to Both Parties
Meet or call each party separately. Let them explain fully without interrupting. Take mental notes on the key facts: what was agreed, what was delivered, what went wrong. Don't share one party's statements with the other — maintain confidentiality at this stage.
Ask open-ended questions: "Tell me what happened from the beginning" rather than "Did the seller cheat you?" Avoid leading questions.
Step 2 — Check Transaction Evidence
Open the transaction in the KaryoSetu app. Check the original listing details, agreed price, communication history between buyer and seller, and any photos shared. The app preserves all evidence — use it to establish facts objectively.
Screenshots of chat, listing details, and payment records are your best friends in a dispute. Always reference the app data, not he-said-she-said.
Step 3 — Suggest Fair Resolution
Based on evidence, propose a resolution that both parties can accept. Common resolutions: partial refund, replacement, rework of service, mutual cancellation. Frame it as "what's fair" rather than "who's wrong." Get both parties to agree verbally.
Step 4 — Escalate if Unresolved
If parties can't agree after your mediation, escalate to the Village Champion with a summary: what happened, what you found, what you suggested, and why it wasn't accepted. The Champion has authority and resources for more complex resolutions.
Common Dispute Types & Recommended Resolutions
| Dispute Type | Situation | Recommended Resolution |
|---|---|---|
| Quality Mismatch | Item received is different from listing photos/description | Return and refund, or partial refund if item is still usable. Seller should update listing to reflect actual quality. |
| Non-Delivery | Seller confirmed order but didn't deliver | Full refund to buyer. Warning to seller. If repeated, flag seller account for review. |
| Late Delivery | Item delivered significantly later than promised | If buyer still accepts, no refund needed. If buyer no longer needs it, full return. Seller should update availability info. |
| Payment Dispute | Buyer says they paid, seller says they didn't | Check UPI transaction history or COD confirmation in app. Evidence-based resolution only. |
| Service Quality | Hired worker did poor quality work | Worker should redo the work or provide partial refund. Both parties' reviews should reflect the outcome. |
| Pricing Disagreement | Seller changes price after buyer agreed | The listing price at the time of inquiry is the valid price. Seller cannot change it after commitment. |
What NOT to Do — Red Lines
NEVER Take Sides
Even if one party is clearly wrong, present yourself as a neutral mediator. Your credibility depends on both parties trusting you to be fair. The moment you take sides, you lose the ability to resolve anything.
NEVER Handle Money
Never collect money from one party to give to another. Never accept "holding fees." All financial transactions must happen directly between buyer and seller through UPI or COD. If you touch money, you become liable.
NEVER Make Promises on Behalf of KaryoSetu
Don't say "KaryoSetu will refund you" or "KaryoSetu guarantees this." You are a mediator, not a representative with financial authority. Escalate if a party expects guarantees.
NEVER Use Threats or Pressure
Never threaten to ban someone's account or use your Saathi position to pressure compliance. Resolution must be voluntary. If someone refuses, escalate — don't force.
Community Building
A marketplace isn't just transactions — it's a community. Here's how to build one that thrives.
Organizing Village Meetups
Planning Checklist
- Choose a central, accessible location (school, panchayat hall, temple courtyard, chai stall)
- Pick a convenient time (after farming hours, weekend mornings, market days)
- Inform people 3-5 days in advance via word of mouth and WhatsApp groups
- Prepare your phone — fully charged, KaryoSetu app ready, sample listings created
- Have 2-3 success stories ready to share (real users from the village)
- Keep it short — 30-45 minutes maximum
- Arrange for tea/snacks if budget allows (KaryoSetu may reimburse for Champions)
Demo Session Structure
- Introduction (5 min): What is KaryoSetu, why it matters
- Live Demo (10 min): Show the app on your phone. Search for something, show listings, demonstrate voice search
- Success Stories (5 min): Share 2-3 stories of local users who benefited
- Q&A (10 min): Answer questions, address concerns
- Sign-Up Session (15 min): Help interested people create accounts on the spot
Collaboration with SHGs and Gram Panchayats
Self-Help Groups (SHGs)
SHGs are powerful allies. They already have organized groups of women who make products — pickles, papad, handicrafts, stitched clothes. Approach the SHG leader, demonstrate the app at a group meeting, and help the entire group create listings together. SHGs on KaryoSetu can dramatically increase their reach beyond the village.
- Present at monthly SHG meetings
- Help create group profiles and listings
- Show how collective selling increases bargaining power
- Track SHG sales and share reports with group leaders
Gram Panchayat
The Gram Panchayat's endorsement gives KaryoSetu instant credibility. Meet the Sarpanch and Gram Sachiv, explain how the app benefits the village economy. Request to present at the next Gram Sabha. If the Panchayat endorses, ask if they can announce through the village loudspeaker or notice board.
- Brief the Sarpanch on app benefits for the village
- Offer to present at Gram Sabha meetings
- Propose KaryoSetu as a digital empowerment initiative
- Share usage data showing economic impact in the village
Success Story Sharing
Nothing sells KaryoSetu like a neighbor's success story. Identify sellers who've grown their business through the app and feature them:
"Sunita's Pickles — From Kitchen to District"
Sunita from Bhiknoor used to sell pickles only at the weekly haat. Since listing on KaryoSetu, she gets orders from 3 nearby towns. Monthly income went from ₹2,000 to ₹8,000. She now employs 2 other women from her SHG.
"Ramesh's Tractor — Busy All Season"
Ramesh listed his tractor for rent on KaryoSetu. Previously, it sat idle 15 days a month. Now he gets bookings 25+ days. He's earned enough to service the tractor loan and save ₹5,000/month extra.
"Dinesh the Electrician — Fully Booked"
Dinesh used to wait at the town square for work. After listing his services, he gets 2-3 calls daily from villages in a 10 km radius. He raised his rates by 20% and is still fully booked.
Festival and Seasonal Campaigns
| Season/Festival | Campaign Idea | Categories to Push |
|---|---|---|
| Harvesting Season | "List Your Harvest" — help farmers list fresh produce | Vegetables, grains, fruits, dairy |
| Diwali | "Diwali Bazaar" — promote local handicrafts, sweets, decoration items | Handicrafts, food, home decor |
| Wedding Season | "Shaadi Services Hub" — tent, catering, decoration, music, transport | Services, transport, food, rentals |
| Monsoon | "Monsoon Repair" — promote plumbers, electricians, roof repair | Services, home repair |
| Back to School | "School Ready" — tutoring services, uniforms, books, stationery | Education, products |
| Holi | "Holi Special" — natural colors, sweets, water supplies | Products, food |
